The method is designed to operate under real operating conditions, including data incompleteness,
event asynchrony, infrastructure degradation, and failure of individual method elements.
The method forms and transmits an extended set of incident metadata and does not make decisions on behalf
of specialized services, does not manage their actions, and does not substitute regulatory or operational processes.
