The governmental and regulatory level is important for LSMAD not because the method claims exceptional status, but because safety infrastructure, the need for evidentiary recording of event context, the admissibility and certification of technical means, as well as the boundaries of operational responsibility, are not determined by a single device. This first of all requires a legal and regulatory environment within which such systems can be assessed, admitted, and integrated into practice.

The economic significance of LSMAD at this level lies not in the promise of eliminating risk, but in reducing the cost of uncertainty surrounding dangerous states of the environment, the verifiable operational fitness of the system, and the subsequent interpretation of events. The more transparent the context, the lower the disputability and uncertainty, the higher the manageability, and the more sustainable the long-term deployment.
